Welcome, New Consortium Leaders
The Milwaukee Health Care Partnership’s (MHCP) Leadership Council was recently joined by new members Shana S. Crittenden, Dr. Bryce Gartland, Dr. Mike Gutzeit, and Christian Moran.
The MHCP Leadership Council is the oversight body of the MHCP consortium, responsible for the input, approval, and monitoring of the MHCP plan priorities and activities, and the consortium policies, procedures, membership, and structure. Its members include the senior-most executives of the four Milwaukee-based health systems, the Medical College of Wisconsin, the five Federally Qualified Health Centers (FQHC), and state, county, and city health agency directors. Shana S. Crittenden has served as President of Ascension SE Wisconsin Hospital – St. Joseph Campus since September 2024. Under her leadership, Ascension St. Joseph has earned national recognition for quality and safety, including an ‘A’ Hospital Safety Grade from The Leapfrog Group in 2024 and 2025, designation as “High Performing” in heart failure and COPD by U.S. News & World Report’s Best Hospitals 2024–2025, and inclusion on Newsweek’s America’s Best Maternity Hospitals 2025 list. The hospital also ranks in the top 25% of hospitals nationwide with a four-star rating from the Centers for Medicare & Medicaid Services (CMS).
Crittenden brings more than 20 years of healthcare leadership experience, with previous roles as Administrator at Norwalk Community Hospital in California, System Chief Operating Officer for Southern California Hospitals, and Chief Operating Officer positions at several HCA and Tenet facilities in Florida. She was named one of South Florida Business Journal’s “Top 17 Influential Business Women” in 2017.

Bryce Gartland, MD, is the South Region president for Froedtert ThedaCare Health, a position he assumed in 2025. The South Region is home to 10 hospitals, 45 health centers & clinics, and over 3,400 clinicians caring for over 1.6 million outpatient visits, 60,000 inpatient admissions, and 210,000 ER visits annually. Dr. Gartland prior served as hospital group president and co-chief of clinical operations for Emory Healthcare in Atlanta. During his 18 years with the health system, he held a series of progressive leadership roles.
Dr. Gartland offers a leadership style that inspires achievement, supports growth and development, and creates focus on excellence. He’s also passionate about health policy to improve systems of care. He received his Bachelor of Science in Psychology from Vanderbilt University, Nashville, and his medical degree from the Medical College of Georgia, Augusta, Ga. He completed his residency in internal medicine at Cedars-Sinai Medical Center in Los Angeles.

Mike Gutzeit, MD, is a pediatrician and serves as President of Children’s Medical Group, which includes primary care clinics and urgent care sites in the Children’s Wisconsin system. He has spent his entire career at Children’s. He was a practicing general pediatrician for over 30 years. His leadership roles at Children’s have included President of the Medical Staff, Chief Medical Officer, and Chief Quality and Safety Officer.
Dr. Gutzeit has been involved with MHCP as the current co-chair of the partnership’s Clinical Council and, most recently, as Chair of the MHCP Leadership Council.

Christian Moran is Senior Director of Medicaid & Payer Reimbursement Policy at the Wisconsin Hospital Association (WHA). Moran joined WHA in June 2025 and has more than a decade of experience in Medicaid policy and public service. His career includes serving in multiple roles within the Wisconsin Department of Health Services (DHS) Medicaid program, as well as working in the state legislature, including on the Joint Finance Committee.
Most recently, Moran was director of the bureau of programs and policy at DHS, where he oversaw strategic direction and overall management of Medicaid managed care programs spanning both acute and long-term care.
He holds two master’s degrees — one in media studies from the University of Wisconsin-Milwaukee and another in public affairs from the University of Wisconsin-Madison’s La Follette School of Public Affairs.
