Welcome New Consortium Leaders
The Milwaukee Health Care Partnership’s (MHCP) Leadership Council was recently joined by new members Jonathan Brouk and Amanda Dreyer.
The MHCP Leadership Council is the oversight body of the MHCP consortium, responsible for input on, approval of, and monitoring of the MHCP plan priorities and activities, as well as the consortium’s policies, procedures, membership, and structure. Its members include the senior-most executives of the four Milwaukee-based health systems, the Medical College of Wisconsin, the five Federally Qualified Health Centers (FQHC), and state, county, and city health agency directors. Jonathan Brouk serves as President and Chief Operating Officer for Children’s Wisconsin Hospitals. He is responsible for the overall performance of the Milwaukee and Fox Valley hospitals, including inpatient and ambulatory operations. Jonathan’s role includes driving performance excellence through enterprise-wide initiatives that improve care delivery, operational efficiency, and patient experience. He supports care model redesign to help meet the needs of kids and families, both today and into the future. Jonathan also serves as a key liaison with the Medical College of Wisconsin and plays a critical role in cultivating relationships with other strategic partners.
Before Children’s Wisconsin, Jonathan served as President of Our Lady of the Lake Children’s Health, an academic children’s hospital and health care network in Louisiana. He also spent several years at LCMC Health’s Manning Family Children’s (formerly Children’s Hospital New Orleans), where he served in enterprise leadership roles.
Jonathan has practiced as a corporate and regulatory health care attorney, representing nonprofit health systems and developing population health strategies for health systems nationwide.

Amanda Dreyer was appointed as Wisconsin’s Medicaid Director in February of 2026. Amanda has 20 years of experience in health care leadership, technology, and operations. She joined the Medicaid team as the deputy director in January 2024 after working in other executive leadership roles at DHS. Before joining DHS, Amanda led initiatives that improved patient health, staff experience, and revenue cycle. She supported safety net clinics and large health systems across Wisconsin and the nation through her work at Epic and the Wisconsin Primary Health Care Association. Amanda has a deep commitment to the people of Wisconsin and to ensuring everyone receives the care they need.
