Cole, Harris-Robinson, and Totoraitis Join MHCP Leadership Council
The Milwaukee Health Care Partnership’s (MHCP) Leadership Council was recently joined by new members Candice Cole, President and CEO of Progressive Community Health Centers (PCHC), Julia Harris-Robinson, President and CEO of Outreach Community Health Centers, Inc. (OCHC), and Mike Totoraitis, Health Commissioner for the Milwaukee Health Department.
The MHCP Leadership Council is the oversight body of the MHCP consortium, responsible for the input, approval, and monitoring of the MHCP plan priorities and activities as well as the consortium policies, procedures, membership, and structure. Its members include the senior-most executives of the four Milwaukee-based health systems, the Medical College of Wisconsin, the five Federally Qualified Health Centers (FQHC), and the directors of the state, county, and city health agencies. Candice Cole, a Milwaukee native, is the new Chief Executive Officer for PCHC. She has worked at PCHC for over 10 years and most recently served as PCHC’s Chief Financial Officer. She received her B.B.A. in Finance from Concordia University and her MBA from Cardinal Stritch.
Dr. Michael Totoraitis was appointed by Mayor Cavalier Johnson as Commissioner of Health in May 2023. He has been with the Milwaukee Health Department since September 2021, previously serving as the director of health data and evaluation. Dr. Totoraitis earned his Ph.D. in public and community health from the Medical College of Wisconsin and holds a bachelor’s degree in criminology and law studies from Marquette University.
Julia Harris Robinson is the new Chief Executive Officer of OCHC. She has more than 20 years of progressively responsible operations leadership as a Chief Financial Officer in multiple FQHCs. Mrs. Harris holds a Bachelor of Science from Lakeland University, a Master of Business Administration with a concentration in health care from Lakeland University, and is a Certified Public Accountant (CPA) and a Certified Non-Profit Accountant Professional (CNAP).
